Correct the Windows kill mechanism, lock path, and onboard allowlist claim; document global flags, exit codes, cron run and prompt flags, the deny-list upgrade path, web_fetch address restrictions, retention, reply ordering and delivery guarantees, cron minute evaluation, and the lint workflow. Fix stale CI descriptions and comments.
