feat(cli): inject hooks into profile settings on launch

- call ensureProfileHooks() before CLIProxy execution

- call ensureProfileHooks() before Copilot execution

- call ensureProfileHooks() before Settings-based execution

- account-based profiles skip (use native WebSearch)
