feat(i18n): add Brazilian Portuguese (pt-BR) locale

Browse Source 
Adds a full pt-BR translation of the dashboard UI alongside the
existing en/zh-CN/vi/ja/ko locales, and wires locale detection/
storage to recognize pt-* browser locales.
