- Add GET /api/cliproxy/update-check endpoint
- Export checkCliproxyUpdate() function from binary-manager
- Add useCliproxyUpdateCheck hook with 1-hour cache
- Update ProxyStatusWidget with amber "Update" badge when available
- Highlight Restart button as "Update" with amber styling when update pending
