feat(jobs): implement encrypted queue jobs

Browse Source 
- Add ShouldBeEncrypted interface to all queue jobs to encrypt sensitive
  job payloads
- Configure explicit retry policies for messaging jobs (5 attempts,
  10-second backoff)
