fix(docker): replace deprecated stop flags with version-aware ones
...
Store each server's Docker version and build stop commands via
dockerStopCommand() so newer Docker uses --timeout instead of
deprecated --time/-t. Also show Docker version in server details.

fix(backups): pin S3 per volume execution and harden deletes

Store s3_storage_id on scheduled volume backup executions so retention
and recovery use the S3 that received the upload. Extract
DeleteScheduledVolumeBackup for UI and resource deletion, and isolate
database backup retention failures so cleanup errors do not fail the job.

fix(deployment): prevent base deployments from being killed when PRs close ( #7113 )

- Fix container filtering to properly distinguish base deployments (pullRequestId=0) from PR deployments
- Add deployment cancellation when PR closes via webhook to prevent race conditions
- Prevent CleanupHelperContainersJob from killing active deployment containers
- Enhance error messages with exit codes and actual errors instead of vague "Oops" messages
- Protect status transitions in finally blocks to ensure proper job failure handling
