Subject: [PATCH] Add GitHub Pages verification TXT record as its own nested
 subdomain file

Per maintainer feedback on the previous PR, this belongs in its own
file (domains/_github-pages-challenge-rustyisacat.rusty.json) rather
than merged into domains/rusty.json.
