This adds the `_vercel` TXT record I missed in that PR. Vercel won't serve the domain without it because the is-a.dev zone is attached to another Vercel account, so it asks for a TXT record to prove ownership. The A record is already resolving to 216.198.79.1, but the site returns 404 over HTTP and fails TLS until this verification lands. <!-- WEBSITE_PURPOSE_END -->
