Strip out the explanatory and historical comments that don't carry business-logic justification. Comments that simply narrate what code does — or that explain prior behavior, what was changed, or which PR introduced a fix — are removed. Docstrings are reduced to a one-line summary where the long form repeated information already evident from the code or test data. No code-behavior changes. All 643 affected unit tests still pass. In total litellm runs 1000+ tests

To make it easier to contribute and map what behavior is tested,
we've started mapping the litellm directory in tests/test_litellm
This folder can only run mock tests.
