user f74fd4382c Drop liccheck black allowlist entry

The entry was added to cover the now-reverted black 24.10.0 -> 26.3.1
bump. With the bump dropped, upstream's existing liccheck setup is
unchanged.

In total litellm runs 1000+ tests

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/test_litellm

This folder can only run mock tests.
