chore: add ESLint with eslint-plugin-jsdoc and central typedefs
- flat config, JSDoc-only rules (no stylistic — Biome owns those)
- src/types.js defines Env, Module, Command, Cron, ModuleContext, Trade
- lint script now runs biome check + eslint src
