The two GraphQL queries stay as .graphql files POSTed verbatim, because go-github has no GraphQL support and expressing them as Go structs would delete the comments recording why checkSuites+status must be used instead of statusCheckRollup, and why both affiliation arguments are pinned. Both CI paths now share one classifier, so they can only disagree about what they fetch, never about what a fetch means. Previously the REST path treated only "failure" as failed while the jq path also counted error/timed_out, so a repo whose Vercel deploy reported "error" classified as green. Verified against the previous implementation over all 221 repos: flat and tiered output are byte-identical across every column. The REST/GraphQL gate passes on a 55-repo slice with DEPENDABOT_JOB_FAILED exercised. Full audit drops from 88s to 42s, the gate from ~5.5min to 47s, as the per-repo passes are now bounded-concurrent. Three cases that previously reported a false clean result now fail loudly: a failed PR search silently reported zero Dependabot PRs for the whole account; the search API's 1000-result ceiling and its incomplete_results flag went unchecked; and REST check-runs were read one 30-item page deep, so a repo with more checks was classified on a partial view. Renames the waiver list to waivers.txt and compiles it in, since go run gives the process no reliable handle on its own source directory -- a waiver file that silently failed to load turned accepted blind spots back into findings. -waiver-file overrides it from disk.
