test(delegation): add comprehensive CLI flag passthrough tests
Add 45 test cases covering all edge cases for CLI flag passthrough: - DelegationHandler: timeout/max-turns/fallback-model/agents/betas validation - HeadlessExecutor: duplicate flag filtering, undefined vs truthy checks
