docs: add Java vs JS parity reports from /ck:xia

researcher report maps 47 Java files to 35 JS files (11 PARITY, 2
MINOR, 0 GAP, 3 EXTRA). xia synthesis records source manifest, decision
matrix, and risk score. No port work needed; remaining items are
operational.

1. **Test Coverage:** Does Java have integration tests? (Not found in codebase provided.) JS has no test runner. Recommend: pytest or Jest for both if regression testing needed.
2. **Security:** Neither codebase validates input beyond type coercion. Should commands sanitize appId/bundleId before API calls? (Current: relies on upstream scraper validation.) **Acceptable for scraper tool.**
3. **Rate Limiting:** Neither implements rate limiting on Telegram commands. At scale, concurrent /checkapp calls on 1000 groups could hammer MongoDB. Recommend: Consider caching daily report per group.
4. **Webhook Secret:** Java polling doesn't validate webhook secret; JS does. This is by design (webhooks require validation, polling doesn't). **Not a gap.**

4. **MongoDB driver differences:** Java uses older sync driver; JS uses newer async driver. Behavior tested implicitly via same schema; concurrent write conflict risk assessed as **low** (admin/group operations are sequential per group, caching is single-source-of-truth).
5. **Timezone handling:** Both assume Asia/Ho_Chi_Minh timezone. If system TZ differs, Java recalculates; JS uses IANA string. Both correct if TZ env var/config set.
